We had just renewed our Tivo service subscription. Both Tivos went down and no one at Xfinity appeared to have a clue as to why. Look at cable card menu I see the card and tuning adapter are not paired either. So another call to Cox, they pair the card and tuning adapter and say give it half an hour as they sent update to tuning adapter that will bring other tuners online. Well now its 1.5hrs later. Call the Comcast support line. When the IVR asks you what to help with, say "Cable Card". You should get transferred directly to level 2, when they answer, say you need Cable Card support. They should then transfer you to the Cable Card dept. I have had much better success calling later at night than during the day.
