The last Memento I got dropped from a random add on a Challenging boss floor at The Summit with Backpacks as targeted loot and 4 directives. It really can be from about anything with Backpack targeted loot. Keep playing and you'll get one! I have gotten at least 6 or 7 in the last couple months.
