Vulkan is better for most things, but some games work better with OpenGL. As kraut said, it's okay to switch to check to see if the other is better. That said, unless there's some issues, vulkan is generally considered to be the recommended default. try both, see which one works best for you on a game-per-game basis. Thanks.

Cut it in half and it runs half speed. Double the speed to 120 fps and itll run 2x as fast as it should. Most games these days for pc fps isnt tied to game speed but older games thats a thing. Skyrim would be a good example.
