Bump this, I have a similar issue with Pokemon Heartgold. I have just two cheats enabled in the cheat menu in TWLMenu, (Max Money and Widescreen), and neither work. Just using those two for testing because they are easy to test.Using same setup as @BlueJ , Luma and TWLMenu with usrcheat.dat in the extras folder.
