They are not "invisible chests." Each merchant has his or her own chest somewhere in the world. They should not be available, but Dawnstart chest is there due to a bug. Just a short little guide to finding the hidden chest in Dawnstar

Go to the entrance of Dawnstar (where you start when you fast travel to Dawnstar) and wait 48 hours. Talk to the traveling Khajiit merchant. The chest should reset. If the merchant isn't there, just wait 2 hours at a time until the tent/camp shows up. Once that happens, the npcs will spawn a few seconds afterward.
