Fuel pressure should be checked before replacing the fuel pump. Ford sells a kit to put between the fuel line and fuel rail to test fuel pressure. Absent that, you may be able to beg or borrow one off of a parts store or shop. I'd like to add that, while you "think" it's not a fuse27 issue, it still could be.
