I usually go genetic ascension for most any of my total war single species runs. Get that budding with pop growth traits and cloning vats. Psionics fits the Fanatical Purifier playstyle like a glove. They don't care about pop growth, you want to be constantly advancing over the galaxy and devastating everything in your path.

If you're trying to create another Fanaticle purifier empire that's the same species, try: Click on a friendly planet Click create vassal The go into diplomacy with that vassal Click release vassal.
