Memento is not working in open world either since Season 11 release. Ninja backpack with belstone is no good. The regen is not working with the Ninja. These 2 backpacks not working is a game changer. Memento is only good so long as you are getting the kills and the trophies. If you're no longer getting them (pvp, group, whatever) then it's terrible. Backpack talent doubles your bonus armor per stack. If you need the extra bonus armor then the backpack is good.
