The hellcat top speed is 203, and it was designed to drive at those speeds. The Manufacturer sets the governer at a speed it was designed to reach.

Dodge limits the speed to 118MPH because they claim they couldn't source 265/60R18 tires that were speed rated over 118 MPH. Dodge won't give firm answers if they will update the PCM to faster then 118 if speed rated tires to 130+ are put on or not. The pursuit's will get to 118MPH quick and still have power, but the speed limiter sucks.
