Shoreline is probably the worst map to scav in, as a PMC after about 20mins I feel completely safe because I know there are no players anymore. If they're 5 man in general they are usually trash players. Obviously there's exceptions but most good players are running 2-3 players max. And that is the case on Factory early wipe but last wipe I encountered some 5 man scav farmers and let's just say they weren't very good.

Now not as many people needed to. So early wipe they spawn in scavs early to keep wait times lower. As the wipe progresses people will stop or only scav once or twice a session. This means there are more open slots for scavs and you spawn later in the raid and scavenge the remains. And you don’t get to spawn at the start of a raid.
