Prior to the legendary skill mechanic, the only way to hit the level 81 cap was to level every skill up to 100. This means that on a mage, you had to level things like Heavy Armor and Block.

Probably depends on the skill when it comes to easy of leveling up if you choose to reset. Take Illusion - if you reset to 15 from 100 you were a high level Illusion user and would presumably have purchased or found Expert/Master level spells. Once you hit skill level 100, you can “Legendary” the skill. It resets it to 1 and you get back all the assigned skill points. So, if you boost a skill that levels up really fast (Necromancy Conjuration as an example) you could keep grinding the skill and resetting it to maximise your perk points.
