Archon shards are best used to cover 1-2 mod slots. Specifically for Harrow, you can't go wrong with duration/strength crimson shards as those will be a general boost to what you're already running. Other good alternatives are 2 amber for casting speed if you use natural talent and/or 3 azure shards for max energy to replace flow.
