Although a small factor, so you may not notice too much change as population and happiness tend to move slowly. My guess is they will affect upcoming content of things like getting quests or rewards from your villagers.Unfortunately, the number of opportunities for recruiting new settlers is few and far between. There's simply too much RNG in the equation. I agree that HG sorely needs to revisit the settlement system. (And yes, never allow your settlers to go on expeditions because 9 out of 10 times they don't come back.) 11.

Low Sentinel Alert Level 91 Citizens(200 is max.) Everything but Citizens is maxed, but it is still only an "A" class. The Class makes zero difference, though.
Then it's a good settlement. The criteria for a "good" settlement is "triggers the quest to upgrade your Minotaur with Sentinel parts". Which they all do. The only other factor that matters is visuals, assuming you want to spend any more time there than you need to for said quest.After the save reboots, visit a different system, fight the pirates, then go to the space station to see what exotic turns up. It will be different from the one you saw in the previous system, because each system has a unique exotic. Rinse and repeat until you find a ship you like.
