Having +25% enchanting potions, which you can get at shops, gives already huge benefits, I'd say more than enough to make the game easy on Legendary, if your smithing is also 100, and you use reasonable enchantments. TLDR - Most of the effective enchants you can get in this game don't really depend on enchant boosts.
