There are actually 3 types of restoration tools in Graveyard Keeper, and those are: Wood Repair Kits; Stone Restoration Kits; Marble Restoration Kits; The first two of these are pretty easy to unlock and you can have them in your very first in-game week (though it takes until week 2 to be able to actually use stone restoration kits).
I thought maybe there might be a game mechanic where graves needed ongoing maintenance and that was the purpose of the repair kits, but that doesn't seem to be the case... so far I've gotten use out of these things twice - once at the very beginning of the game, and once after a certain event with Yorick (which I thought at the time might have been repeatable, but doesn't actually appear to be ... In order to create things from clay, you need the skill, Clay. Then, you can make the Potter's Wheel. You can place it next to your house and craft clay bowls. You will need clay and water. You can use clay to create a Stone repair kit, used for repairing gravestones. Just use clay, simple iron parts and a piece of stone. Use up your early repair kits to fix the better quality gravestones/beds, but dont worry about repairing the rest. Building new ones is cheaper, especially if you make them from stone. Kits are built by crafting stations. You want the Wood Workbench and the Stone Cutter. These are unlocked through technologies. However, it'll be a while before you can get stone repair kits.
