So I took a hammer and long bar and shattered the mechanism and was able to find a lever that opened the door. $95.00 and 2 hrs later door is functioning again. Be careful and make sure the rod end doesn't contact the truck door outer skin. Pull the door panel back off and operate the outside handle while observing the linkages. Here is an adjustment procedure to try before condemning the outside handle. If there is no issue with the linkage or the adjustment, then the outside door handle will require replacement.
