The rifle has several spawn points in Coastal, but all of which more than likely have a really significant chance penalty compared to Mystery Lake. I've found it on: 1) Dead body near Misanthrope's Cabin. 2) Back seat of the car on the highway at the edge of the map, close to Mistanthrope's Cabin.

The Ravine is crossed by the railroad by way of a trestle bridge. It connects Mystery Lake with the Coastal Highway.
