Remove the IDAC entirely by unscrewing it from the intake manifold, and see how the car idles. If the IDAC is stuck shut, then the engine will run too rich at idle. Removing the IDAC opens the air intake, and if this is the problem, then the engine will idle normally. You can also test the IDAC and its circuit with a voltmeter.

I can be sitting at the light and I start to see the rpm's go from 600-700, then drops to 500. The moment it hits 500, I feel the engine shake the cabin and the rpm goes back up to 600-700.
