I think it could be viable to lock the designations behind technologies. This could bolster the number of interesting and viable techs in the game. As it stands, planet designations are quite powerful (25% production bonus is well above most techs and all traits) and yet we have access to all of them from the start. It's pretty much only good for Ecumenopolis homeworlds, since the homeworld planetary designation bonus is stronger than a typical planet (so you get better value from increasing it) and an Ecumenopolis will host a much larger population to benefit from the designation. On any other planet, the bonus doesn't add up to enough to merit it.
