Yura is already dead and replaced by Shabriri. You need to do Yura's quest to the point where he's at the Second Church of Marika in Altus, at which point he will die and drop the Nagakiba. There are a few spots he moves to for his quest line. Check if he left the sword at any location you can meet him.

Getting this was giving me gray hair... had finished the Yura quest without getting the weapon. Eventually found it at 2nd Church of Marika.Apparently I rely on the extra reach of Nagakiba more than I realized. Anything bleed resistant laughs off this build also cause it really sells out hard for bleed procs.
